Pamela Wheelock

Pam is chief operating officer at Twin Cities Habitat for Humanity. Prior to joining Habitat in 2017, Pam was vice president for University Services at the University of Minnesota, where she served as the university’s chief operations officer and played an important role on the president’s senior leadership team. 

Pam has more than 25 years of leadership experience and accomplishments in the private, public and nonprofit sectors. Her work as a public servant includes positions in city, state and federal government. From 1996 to 1999, she was the city of Saint Paul’s director of planning and economic development, and she was the city’s budget director from 1992 to 1994. As deputy mayor in Mayor Norm Coleman’s administration from 1994 to 1996, she helped bring NHL hockey back to Minnesota and initiate construction of the Xcel Energy Center.

At the state level, Pam served as Minnesota’s executive budget officer for six years and was finance commissioner for four years under Governor Jesse Ventura. At the federal level, she worked as a legislative assistant to Congressman Tim Penny when he represented Minnesota’s 1st Congressional District.

Beginning in 2002, Pam assumed a series of senior leadership roles at Minnesota Sports and Entertainment, the parent company of the Minnesota Wild and operator of the Xcel Energy Center. Her titles included senior vice president, executive vice president and chief financial officer.

Pam also has extensive experience as a nonprofit executive and volunteer. She served as interim president and chief executive officer of Blue Cross Blue Shield of Minnesota, where she is now board chair. From 2009 to 2011, she worked for the Bush Foundation as vice president for leadership and community engagement. She is the board chair for the Minnesota Wild Foundation and a former board chair for St. Catherine University. Pam was a member of the Dean’s Advisory Council for the University of Minnesota’s Humphrey School of Public Affairs from 2004 to 2012.

A native of Waseca, Minn., Pam holds a bachelor’s in history from St. Catherine University in Saint Paul, and she has a master’s in applied economics from Marquette University in Milwaukee.
